Chautauqua County committee moves forward with design on two state-administered bridge/culvert projects despite reimbursement uncertainty

Chautauqua County public facilities staff told the committee on Thursday that two state-administered infrastructure projects will proceed to the design phase while reimbursement questions remain.

County staff member Drew said the projects are administered through the state and that the county would undertake design work first and seek state reimbursement for the federal share later. Committee members asked whether there is a risk the county would not receive federal money and were told the program is administered through the state and, so far, the county has not been informed of cuts. Drew said the county would seek reimbursement after completing work and would return with another resolution to move from design to construction.

The issue arose in discussion of two line items referred to in the meeting record (identified in the meeting as “Bridal New York” and as part of a state culvert funding program). A committee member noted recent national reporting about federal agency staffing and grant awards and asked whether the county could be left holding project costs. Drew said the county typically proceeds with design and applies for reimbursement from the state, and his expectation was that any funding issues would become evident during the design phase before construction began.

The committee took no formal vote on advancing construction at this meeting and recorded the items as discussion only. Staff said the county’s commitment at this stage is to design; a future resolution would be required to authorize construction and spending beyond design.

Committee members asked staff to monitor federal- and state-level developments and to notify the committee if grant conditions or award timing change. No formal action to obligate construction funding was taken; staff will return with additional resolutions if and when the projects advance to construction.
