BW Construction project manager Mark Manship told commissioners Tuesday that construction of Delaware County’s mental health facility is progressing but delayed by permitting and winter temperatures. Manship said the original contract value remains unchanged and there are no owner change orders at this time.
Manship reported completed and in-progress items including water-main and sanitary piping installed up to tap locations (final connections pending warmer weather), data conduit out to construction limits, installed fire-line vault and water-meter fittings, and completed truss installation and roof decking details. Exterior insulation and temperature-sensitive adhesives remain on hold until conditions improve. Interior work noted included plumbing rough-in, electrical home runs in the attic, HVAC exhaust penetrations and significant progress on the fire-protection dry system.
Why it matters: The facility is a major capital project for the county. The contractor said no completion-cost increases are expected; instead the team requested and the county approved a 63-day extension to the project schedule, attributed to early permitting delays for drainage/permitting and to winter weather that impeded temperature-sensitive work.
Contract value and schedule: The project manager reported the unchanged contract amount as $7,000,996.17 (as stated in the meeting materials). The commissioners approved BW Construction change order #1 extending the contract completion by 63 days at no additional cost, and authorized the county to sign the necessary documents.
Coordination notes: Manship confirmed the project’s forced main ties into the Muncie Sanitary District system; he said he was not aware of any active coordination with the Isaiah House across the street about connections. He also described mitigation steps taken during cold weather, such as sand coverage over water-main trenches and use of stabilized subgrade for staging and traffic.
Ending: Manship said photos of January progress will be updated for February’s report; commissioners instructed staff to execute the approved change order and continue coordination with sanitary and permitting authorities.
