Boone County commissioners on Feb. 3 approved a bundle of routine items: a maintenance bond for a new subdivision, claims and payment recommendations, grant and vehicle purchase agreements, routine contract addenda and several board appointments.
The commissioners voted to accept a maintenance bond for the Peabody East Section 1 subdivision in the amount of $151,792 and to approve quarterly and routine claims and payment recommendations from county vendors and service providers. The board approved Boone Area Transit System’s fourth-quarter claim for $77,080 and ratified multiple payment recommendations from Veridis/Veritas-related project bills, including Center Township Electric invoices and Bradford Systems work. A change order related to facility work totaling $20,823.07 was ratified. The board also approved two truck-body purchases for the highway department from GCI (two units at $65,008.97 each, per the quote in the packet).
Treasurer Nikki Baldwin asked the board to approve an addendum extending a services contract with Guts to conduct the county’s annual tax sale; the board approved the extension for the 2025 sale. The board also signed the IDHS subrecipient grant agreement for the county emergency management agency (EMA) to reimburse a portion of EMA salaries totaling $32,007.95 (amount as presented in the packet).
The commissioners approved the NDot 5339 motor-vehicle purchase agreement for Boone County Senior Services to acquire two minivans. The local share reported at the meeting was $20,926.80 and the federal share $118,585.20; the board authorized the purchase order.
Appointments approved included Matt McDonald to the Alcoholic Beverage Board and Ken Kopecki to the Hussey–Mayfield Public Library Board. The board adopted Resolution 2025-01 declaring specified county equipment surplus and noted state disposal thresholds discussed at the meeting (items under $1,000 may be disposed of per state code procedures; items above $5,000 are referred to the state-approved auction process).
Administrative actions approved included a QuickBooks administrator change (primary administrator switched from Mike Wilson to Max [surname not specified in record]) and formal approval of claims and acknowledgements of routine correspondence. The board accepted a staff resignation: Executive Administrator Kaylee Jesse submitted a resignation effective March 7 and offered to assist with transition tasks.
Many approvals were taken by voice vote with commissioners saying "aye"; where individual roll-call totals were not read on the record the meeting transcript records the motions as carried.
