Parks committee sets public hearing, adopts parking-fee policy, seasonal hires and contracts; discusses marina dock configuration

Cayuga County's Parks and Recreation committee approved several routine resolutions affecting park operations and discussed marina dock placement that could affect public dock space.

Resolutions passed: Committee members approved four resolutions during the session: set the day for a public hearing to authorize use of Emerson Park repair reserve funds (PL5); implement a parking-fee policy charging $5 per car for large events across county park facilities (PL7); approve seasonal staff hiring consistent with the budget line for seasonal positions (PL8); and enter a vegetation-control contract with TruGreen (PL9). Committee members recorded voice votes of "Aye" on these items and passed motions by majority.

"PL5" (Emerson repairs): The resolution sets a public hearing date so the county can use funds from the Emerson Park repair reserve (committee noted about $67,000 in the reserve). Staff said the reserve and line items are listed in the resolution.

"PL7" (parking fee policy): The new policy clarifies that daily parking is not charged, but event parking will be charged at $5 per car for large events that use a majority of a park (examples cited: July 3 activities, car shows, street races). Language was broadened to allow charging at any county facility if a large event is held there.

"PL8" (seasonal staff): The seasonal hiring resolution lists positions and counts tied to the budgeted seasonal line; staff said recent years have seen strong seasonal hiring success for lifeguards and other roles.

"PL9" (TruGreen vegetation control): The county will enter a contract with TruGreen for vegetation control in specified park areas.

Marina discussion: A legislator asked whether moving the police/sheriff's docking area might free slips for public rental. Parks staff said the current channel width limits relocation, but engineers previously designed a frontage dock across from the boat launch that could be used for emergency services boats; any changes would require DOT permitting and additional design/cost. "There isn't there is no reason we wouldn't look at that. There'd be a cost either way of adding the the the docking for that," a staffer said.

Why it matters: The resolutions set near-term operational rules (event parking fees), authorize hiring and contracting, and schedule a public hearing for park repairs. The marina configuration question could affect revenue opportunities from additional dock rentals if reconfiguration and permitting proceed.
