Health and Human Services committee approves multiple contract renewals, staff fills and grant acceptances

Cayuga County's Health and Human Services committee reported unanimous committee approval for 20 resolutions, many of them bundled as annual contract renewals or personnel authorizations.
The committee bundled and approved annual contract renewals for health, social services, youth services and mental health providers (resolutions HH1, HH5–HH12, HH16, HH17 and HH20). Department heads had reviewed these contracts in detail; the committee noted department head Christine Bianco had discussed contract management as part of upcoming 2026 budget planning.
The committee also approved personnel authorizations (HH2–HH4 bundled; HH13–HH14 bundled) to fill a pair of part-time lactation peer counselor positions (100% grant funded), the director of health education and public information, a 100% funded public health educator or senior public health educator, three full-time caseworker positions in mandated child welfare units, and a full-time paralegal in social services. Committee members noted flexibility in job specifications for some hires to allow staff to appoint the most qualified candidate.
Three resolutions (HH15, HH18, HH19) authorized accepting external funds and, where applicable, contracting to provide services. HH15 authorizes accepting Safe Harbor funds from New York State and contracting with Booker T. Washington Community Center for provision of services funded by Safe Harbor. HH18 authorizes accepting funds to support a student loan repayment program that would pay qualifying Health Department employees up to $10,000 over three payments across three years, contingent on employees remaining in their county positions. HH19 — as amended on committee counsel recommendation — adds explicit begin/end funding dates and timeline language for a RE-CUBS (recovery/behavioral training grant) award tied to DBT staff training and included funds from Moravia School District; the amendment inserted the specific timeline and funding dates into the resolution before approval.
The committee approved the individual motions; in the meeting, HH19 was taken separately after amendment and passed on a separate voice vote.
Ending: Departments will execute contract renewals and proceed with hiring according to civil service rules; grant-funded positions and programs will be implemented per funding requirements and the amended timelines.
