Ocean View residents urge council to declare area an economic development corridor

Residents and business leaders from Ocean View asked the Norfolk City Council to prioritize a comprehensive development plan for Ocean View, framing the neighborhood as a tourism and revenue asset that could benefit the wider city.

James Davis (who asked to be called Jed) asked the city to dedicate resources to initiate a comprehensive development plan and to declare Ocean View an economic development corridor. Davis told the council Ocean View has about 7.5 miles of calm beachfront, 300 licensed short‑term rental rooms, multiple marinas, three public beaches, a golf course and the longest fishing pier on the East Coast. He said a white paper with specific recommendations would be submitted to council.

Richard Hahn provided historical context, tracing Ocean View’s development from the late 19th century resort era through the trolleys and early amusement park. He urged the city to “feed and nourish your golden goose” by investing in a seawall/boardwalk and other infrastructure to revive Ocean View’s resort character.

Councilmembers noted they had requested money in the budget process to support Ocean View events and that discussions are underway about short‑term rental tax funding to remain in Ocean View. One councilmember said he had requested $50,000 in additional event funding to coordinate between the Ocean View Business Association and Festevents.
