Council approves traffic‑committee recommendations, asks staff to prioritize local installation and enforcement

City staff and the Traffic Committee presented a set of traffic recommendations and the City Council voted 5–0 on Feb. 18 to approve the measures.

The approved recommendations include pavement speed legends, placement of speed‑feedback signs (mobile trailers) at problem locations and a review and proposed ordinance to update truck routes along Glendora, Lakes, Walnut and West Covina Parkway. Staff said the signs and pavement markings are intended as first‑level measures; Councilmembers discussed escalation to speed cushions or other physical traffic calming if speed legends and trailers do not slow traffic.

Councilmember Gutierrez asked staff to clarify whether the weekly street‑sweeping signage installation would be done in‑house or by contract; staff said signs would be installed either by Public Works or through a contract depending on staffing and workload. Councilmembers pressed staff to favor public‑works crews to save money where possible. Council approved the Traffic Committee items by roll call; staff said code amendments to update truck‑route ordinances will return for council consideration and formal adoption.

Separately in oral communications a resident supported the Traffic Committee recommendations and thanked the city for recent bike patrols downtown that improved business safety.

Council directed staff to coordinate signage installation with police for enforcement, to check on availability of mobile speed trailers, and to return with a staff report (the city indicated a target of early April for ordinance changes to truck routes).
