Council committee moves Bush Prairie Habitat Conservation Plan phase 4 service agreement to consent calendar

The City of Tumwater General Government Committee recommended placing a service provider agreement with ICF Jones & Stokes LLC for phase 4 of the Bush Prairie Habitat Conservation Plan on the Feb. 18 city council consent calendar with a recommendation to approve and authorize the mayor to sign.
The service agreement is for “slightly over a half a million dollars,” according to a city staff presenter, and would fund completion of a public draft of the habitat conservation plan and the start of the National Environmental Policy Act (NEPA) process. The consultant is expected to assist with finishing the HCP, environmental work and additional stakeholder engagement.
Committee members asked no substantive questions during the discussion. A motion to place the agreement on the consent calendar was moved and seconded and the committee recorded the motion as passing unanimously.
The item will appear on the Feb. 18 city council consent calendar for final action; the committee’s recommendation is to approve and authorize the mayor to sign the agreement. No additional implementation dates were specified in the committee discussion.
Background: Habitat conservation plans are tools that identify measures to conserve species and habitat while allowing designated development or land uses to proceed. The city will begin the NEPA process as part of this phase, per staff remarks.
