Committee moves bill to make literacy reporting triennial instead of annual

The Education Full Committee advanced House Bill 187, a measure from the comptroller’s office that would change the reporting frequency for the Literacy Success Act and foundational literacy skills plans from once a year to once every three years. The committee approved the bill 18-0.
Representative Mayberry, presenting the bill, said the change would allow the Office of Research and Education Accountability (OREA) more time to conduct thorough analyses of districts where reading proficiency improved and to interview and survey districts to identify which interventions had the greatest positive impacts. "This legislation would change the reporting frequency from every year to every 3 years, which would allow OREA to conduct a more thorough analysis of the LSA and the FLSPs," the sponsor said.
Members asked clarifying questions about the role of OREA and the importance of literacy in Tennessee. No member opposed advancing the bill; the clerk recorded 18 ayes and 0 nays and the bill was moved to calendar and rules.
