The sponsor called the measure a "come show me" bill that would ask agencies to document the discounts they negotiated and the savings realized for constituents.
Douglas said a substitute would remove the State Health Benefit Plan from parts of the bill but asked state agencies to report available savings and the methodology used. Committee members did not receive any outside testifiers for HB 101 at the hearing.
