Committee adopts amendment, reports two bills out with due-pass recommendations

At a Feb. 19 executive session, the State Government & Tribal Relations Committee adopted an amendment and reported two bills out of committee with due pass recommendations.

Staff told the committee House Bill 17-82 "amends the timeline for campaign and expenditure reports" and outlined two amendments. One, SHIP 075 by Representative Walsh, would have required an additional contributions-and-expenditures report filed on the 34th day before an election; the other, SHIP 074, adjusted filing deadlines for independent expenditure reports and extended the reporting window to include expenditures up to two business days before a report.

Vice Chair Stearns moved that House Bill 17-82 be reported out of committee with a due pass recommendation; Representative Walsh withdrew SHIP 075 and Vice Chair Stearns moved adoption of amendment SHIP 074. Members adopted SHIP 074 by voice vote. The committee then voted to report the substitute House Bill 17-82 out of committee with a due pass recommendation. The roll call recorded six aye votes and one nay: Representatives Mena (aye), Stearns (aye), Waters (aye), Walsh (nay without recommendation), Chase (aye), Dolio (aye) and Farvar (aye). Staff announced the committee's vote as "6 aye, 1 nay, and 0 excused." No second was recorded on the initial due-pass motion in the transcript.

Later in the session Vice Chair Stearns moved that House Bill 19-34 be reported out of committee with a due pass recommendation. Members supported the bill in discussion, and the committee passed HB 19-34 by voice vote. Staff announced the recorded result as seven aye, zero nay, and zero excused.

Both bills were reported out of committee; the meeting record shows committee action but does not indicate final floor action or enactment.
