Representative Watson proposes statewide municipal flood response fund (H.232)

Representative Watson presented H.232 to the House Government Operations & Military Affairs Committee as a proposal to establish a Vermont Municipal Response and Recovery Special Fund to streamline access to flood recovery and resiliency resources for municipalities.
"One of the main barriers that has been identified by municipal officials is the amount of applications and different funds that exist for various flood resiliency projects," Representative Watson said. He said the fund would serve as a "one‑stop shop" so towns would not have to apply separately to multiple grants or special funds for infrastructure, planning, or interim operating expenses while awaiting FEMA reimbursements.
Watson said the bill would also require the state treasurer to report on potential structures and uses for the fund. He described the proposal as an equity measure to help smaller and rural towns that lack full‑time municipal staff and capacity to navigate multiple funding streams, contrasting them with larger municipalities such as Barre City, which he said "has around a hundred full time municipal staff."
Committee members were briefed that the sponsor and others are collecting cosponsors for an upcoming flood omnibus bill and that H.232 is the sponsor's separate proposal. Watson said the omnibus flood bill is expected to be introduced soon and noted a cosponsor cutoff date mentioned during the hearing.
No formal committee vote or amendment took place during the presentation; committee members and the sponsor discussed next steps and the relationship between H.232 and other pending flood legislation.
