Robinson City Council held an extended discussion about city streets on March 3 after the citizen-survey presentation identified maintenance of streets as residents’ top priority.
Staff presented a citywide inventory of candidate streets and explained two primary treatment categories: reconstruction (full rebuild, typically including curb, gutter and drainage) and reclamation (grind and replace the road surface and base without extensive curb or drainage changes). The staff summary identified 55 streets totaling about 31.4 miles as candidates for either reconstruction or reclamation. The projected cost for roadway work alone was listed at just under $26 million; staff cautioned that figure excludes right-of-way acquisition, utility relocations or upgrades, major drainage work and the cost of engineering and design.
Staff and council described complicating factors that raise project costs and limit options: - Right-of-way and platting gaps: Many older neighborhoods were developed without formal plats or recorded rights-of-way, limiting the city’s ability to widen roads or place utilities in side easements without purchasing property or acquiring easements from individual owners. - Utilities under roadways: Older infrastructure includes shallow service lines, galvanized or small-diameter water mains and sewer lines located under road centers; staff said replacing or relocating some lines (for example an 18-inch transmission main on Newland and small service lines) would be costly and, in some places, required before a full reconstruction. - Drainage issues: Several road segments require ditch, culvert or other stormwater work before a roadway reconstruction will last; staff described sections where water ponds near the pavement edge and causes repeated failures. - Pavement construction technique and longevity: Staff reviewed local practice (use of locally available “pug base” material and relatively thin surface layers) and noted alternatives such as thicker asphalt sections and improved subgrade preparation that would increase initial cost but potentially improve longevity.
Council discussed priorities for near-term work. Staff said current resources and recent bond proceeds could fund several high-priority projects — staff estimated between $5 million and $6 million available from recent bond proceeds and other funds — and recommended focusing on high-traffic collectors such as Newland and Greg Drive and on collector streets where traffic evidence and condition warrant longer-term treatments. Council members emphasized the political challenge of asking voters to approve more funding and discussed potential outreach and education to explain costs and trade-offs.
Council also discussed options other municipalities use, including special assessments on property frontages for local street replacement and staged projects that use standardized reclamation specifications to reduce design costs.
Ending: Staff said they will return with more detailed engineering options and costs, proposed prioritization, and public-engagement plans. Council members asked staff to prepare maps, photographs and clearer cost breakdowns for future town halls and for the next capital-planning discussions.
