Committee approves amendment to Frontier Park agreement; Cheyenne Frontier Days to share water costs

The Cheyenne Finance Committee recommended approval of Amendment No. 6 to the contract between the City of Cheyenne and the Cheyenne/Laramie County Joint Powers Board governing use of Frontier Park. The motion to approve was moved by Mr. Esquivel, seconded by Ms. Emmons, and approved by voice vote; the committee will forward the amendment to the full council and then to the joint powers board for corresponding approval.
Brad Brooks, director for the City of Cheyenne Board of Public Utilities, said the original 1992 lease and a 2003 amendment set earlier utility arrangements for Cheyenne Frontier Days (CFD). Under the 2003 amendment CFD paid sewer but water charges had been capped at $5,000. Brooks said the city can no longer afford to grant free water and that staff negotiated with CFD to transition CFD to paying 50% of its water bill. Brooks said the parties agreed that CFD would pay 50% beginning immediately and would move to a percentage-based payment starting Jan. 1, 2026, to align with CFD’s budgeting process; he said a letter from CFD’s representative (Mr. Herzig) confirms the agreement.
Committee members asked whether the amendment affects campground utility arrangements near the lake; Brooks said the change pertains to water and that CFD has historically paid sewer. Brooks and other staff also said CFD is exploring measures to address sewer issues that arise during the event, including lockable cleanouts to prevent year-round use.
Committee members voted to forward the amendment to the council; the committee did not specify a dollar amount for the city’s anticipated water revenue under the new arrangement.
