Gurnee board waives formal bidding, awards police access control upgrade to Securitas

The Gurnee Village Board on Feb. 17 approved a staff recommendation to waive the formal bidding process and award the police department’s access control system upgrade to Securitas Technology for $325,906.
Deputy Police Chief Jeremy (title: deputy police chief) and Ryan Nelson, information systems director, told the board the department's door access system is more than 20 years old and some components are no longer supported by the manufacturer, creating a risk that controller failures could render the system inoperable. "If they fail, it would leave the system completely inoperable and would prevent installing the new access components that we would need," Jeremy said.
Staff said the entire project is estimated at about $400,000. The equipment portion is roughly $170,000; the department's current fiscal-year budget included $150,000. Officials said the department would purchase all necessary equipment this fiscal year and include the remaining cost in the proposed next fiscal year budget. Additional costs such as electrical work and building improvements will be bid separately.
Trustee O'Brien moved to approve the recommendation and Trustee Thorson seconded. The roll call recorded Trustee Garner, Trustee O'Brien, Trustee Baumas, Trustee Thorsonson and Trustee Ross voting in favor; the motion passed.
Staff recommended Securitas on the grounds of the firm's existing familiarity with the department’s equipment and building layout. Officials said some existing components may be reused, while others will be replaced. The police department will oversee procurement and coordinate installation with JJ Henderson for building-installation work.
The board did not modify the contract amount at the meeting. Implementation steps and timelines for electrical and building-work contracts were not detailed during discussion.
