Council approves rezoning, conditional-use amendment for Whispering Meadows manufactured home park

The Manitowoc Common Council on Tuesday approved a boundary amendment and related conditional-use permit that will bring a small parcel into Whispering Meadows manufactured home community and rezone it from R-4 (single- and two-family) to R-6 (multiple-family).
City staff told the council the amendment corrects an ownership oversight from 2022. "When the property was purchased by the current owner back in 2022 ... they thought that this property was actually included in that purchase, but it turned out after the fact that it was not included," said Adam, a city staff member. The planning commission held a public informational hearing and reported no objections.
The rezoning was described in staff materials as consistent with the city comprehensive plan. Council members moved and seconded the measures on the council floor; the ordinance to amend the zoning map and the conditional-use permit amendment were approved without recorded opposition. Staff noted the conditional-use approval was recommended subject to five conditions of approval.
