The City of Cheyenne Public Services Committee on Feb. 18 voted to forward several ordinances and amendments to the City Council with recommendations to approve. Items recommended for the council agenda included updated building code adoptions, fire code amendments addressing solar‑panel roof access, revisions to above‑ground tank and container rules, and an amendment to the Unified Development Code removing "work camps" as an allowed land use.
Ordinance (Third Reading) to adopt updated building codes: Anthony Parmalau, the city's chief building official, presented the third reading for adoption of the 2024 building codes with the 2018 energy code proposed. The committee had no public comments and, after a motion by Dr. Michelle Aldridge and a second by Councilman White, voted by voice to recommend approval for placement on the council agenda.
Fire code amendments (Third Reading): Fire Marshal Bob Mason presented proposed amendments to chapter 8.12 (adopted International Fire Code) and said final language had been prepared for the section addressing roof access for solar installations (section referenced in the packet). Committee discussion confirmed the language includes an applicability clause to avoid retroactive application to existing or permitted solar systems before March 1, 2025. Dr. Aldridge moved an amendment (dated Feb. 13) that the committee approved; the main motion to recommend approval as amended was then approved by voice vote.
Ordinance (Third Reading) amending section 8.24.0.02: Mason said the change brings municipal code language in line with the fire code adoption by specifically referencing containers and tanks for Class I and Class II liquids. After no public comment, the committee moved to recommend approval (motion by Dr. Aldridge, second by Councilman Moody); the committee approved the recommendation.
Ordinance (Second Reading) removing "work camps" from the Unified Development Code: Charles Bloom, planning and development director, said the amendment deletes the definition, removes work camps from the use table, and deletes outdated performance and design standards dating from the 1980s. Bloom said the city will follow up with a Unified Development Code amendment to address campgrounds and RV park standards; the committee moved and recommended approval to the council.
Each measure was advanced to the full City Council for final consideration. Committee votes were recorded by voice; public comment occurred on the parking and DDA plan items, while other code updates drew limited public input at the committee level.
