The Planning and Zoning Commission voted to recommend rezoning a 24.78‑acre tract at the intersection of Bowman Road and North Loop Drive from A‑1 (agricultural) to C‑2 (general commercial) to permit commercial development.
City planner Mr. Roteo summarized the request and told commissioners the parcel’s future land use designation on the city map is regional commercial and that Planning and Zoning staff recommended approval. The property owner was listed as Clinton Land Holding 2 Company LLC; the planner said the lot is vacant.
Developer representative Mr. Skollard described the rezoning as the commercial “front” of a larger master plan and said Bowman Road will be extended to North Loop and ultimately to I‑10 to connect the new neighborhood to the freeway. He said the developer has been in discussions with TxDOT and the county on road design, including a four‑lane connection and street lights, and that the corner is likely to attract convenience‑store/gas operators, clinics and small commercial leases.
Commissioners asked about public comments; staff said three letters were received that raised right‑of‑way width and property tax questions but did not clearly oppose rezoning. With no public speakers at the hearing, Commissioner Enrique Cisneros moved for approval and Commissioner Andrew Royos seconded; the commission recorded the motion as carried. The commission’s favorable recommendation sends the rezoning to City Council for its public hearing and decision.
