The committee considered HB 577 (accessory dwelling units) in public hearings and in executive session. Representative Reid (sponsor) and committee members discussed changes intended to expand ADU access while preserving limited local controls. During executive session the committee adopted amendment 0449h, which preserves a minimum ADU size floor (750 square feet in parcels where that standard applies) and explicitly allows municipalities to impose reasonable requirements tied to owner occupancy of a principal dwelling where local ordinance already addresses that issue.
Speaker testimony earlier in the public hearing had argued ADUs can increase supply and provide small-scale, lower-cost housing; several committee members said they would have preferred broader changes but supported compromise language that balances increased ADU access with local planning concerns. In executive session the committee voted to recommend HB 577 as amended (OTPA). The motion passed in committee with the roll call recorded; the committee placed the bill on its consent list for the full House calendar.
