Committee supports state grant program to expand commercial use of finished compost (SB1397)

Austin Powell, King County sustainability coordinator, briefed the Legislative Committee Feb. 19 on Senate Bill 1397, a state bill that would set up a grant program to incentivize use of finished compost and digestate on commercial and specialty farms.
Powell said the proposal would fund grants across fiscal years 2026–2028. The program would make awards of up to $50,000 per grantee; total grant awards available each fiscal year would be capped at $2,000,000. The stated purpose is to create a market for finished compost, a priority included in the county’s Climate Action Implementation Plan.
Committee members asked staff to coordinate with agricultural stakeholders, including the Farm Bureau, before filing witness slips. Committee members gave consensus support for the county to back SB1397 and instructed staff to pursue witness slips in the relevant committees.
