The speaker, identified in the meeting as Gary Walton, said the current “one-size-fits-all” regulatory framework disadvantages small local developers who lack the legal teams and economies of scale of national chains. Walton said tailored regulations, streamlined approvals for local projects and flexible design standards would help preserve Gilroy’s character, boost local investment and keep more economic value in the community. He suggested the topic be included in the upcoming council retreat and offered to collaborate with staff and council on policy changes.
The comments were submitted during the public-comment period and were not part of an agenda item; council did not take action on the request at the meeting.
