Council confirms multiple commission appointments and adopts Public Facilities Financing Authority budget

The Gilroy City Council on Feb. 3 completed a series of appointments to city commissions, adopted the Gilroy Public Facilities Financing Authority budget and approved remaining consent-calendar items.
Appointments: Council announced vote tallies and confirmed the following commission appointments during the meeting: - Library Commission: Valerie Lowery and Victoria Culverson Baxter (appointed). - Arts & Culture Commission: Steven Porter, Steven Taylor and Wendy Zamora (appointed to three of four open spots noted in the packet). - Open Government Commission: Janet Crewley, Anne Marie McCauley and Sharpie Sandhu (appointed to three open positions). - Parks & Recreation Commission: Jesse Jimenez, Emily Miller, Javier Martinez and Jorge Vargas (appointed to four open positions after council adjusted votes to reach the majority). - Personnel Commission: Catherine Cummins and Linda Allen (appointed). - Planning Commission: Brian Danhower (full term). Partial-term planning commission selection remained unresolved and will require follow-up if council does not change votes. - Youth Commission: Sean Ethan Deep and Dan May Sarath (appointed to two openings).
Public Facilities Financing Authority: The council, sitting as the Gilroy Public Facilities Financing Authority, adopted the authority’s budget and related resolution for fiscal 2025–26 by a 7-0 vote. Staff said the authority is a joint powers vehicle the city uses to issue bonds without creating a general obligation tax pledge; the adopted budget listed no revenues or expenditures for the coming year.
Consent calendar: Council approved consent calendar item 6.2 earlier in the meeting (motion moved by Council Member Rocco and seconded by Council Member Hilton). For other consent business, item 6.1 (SS4A) was pulled for discussion and later approved 5-2; see separate coverage.
Several appointment tallies required additional rounds of voting and a few council members adjusted votes during the meeting to achieve majorities for four‑member commissions. Staff said any unfilled openings would be re-advertised and applicants could reapply.
