At its Jan. 29 meeting the Downey City Council took three recorded procedural votes: it received and filed written public comments, closed the public-comment period by motion, and approved the consent calendar with two abstentions.
The council unanimously approved a motion to receive and file written public correspondence (copies from Gonzalo Espinosa and Zachary Young were provided to the council and placed in the meeting record). The council then proceeded through public comment and later moved to close the public-comment period; the motion to close public comment was made and seconded on the record.
When the council took the consent calendar vote, the motion passed with Mayor Sosa recorded as abstaining on item No. 4 and Councilmember Trujillo recorded as abstaining on item No. 6. The clerk announced the motion’s outcome as: “The consent calendar is approved with Mayor Sosa abstaining from item number 4 and council member Trujillo abstaining from item number 6.” No roll-call vote tally with yes/no names was provided in the minutes excerpt.
Separately, the council recessed to a closed session earlier in the meeting under the cited government-code authorities for a city-clerk performance evaluation and a conference with a labor negotiator; no closed-session decisions were disclosed in open session.
