Council awards $3.79 million contract to repave residential Area 3 streets

The Downey City Council unanimously awarded a construction contract for the residential streets pavement rehabilitation — Area 3 — to R.J. Noble Company and authorized the city manager to execute the agreement and related change orders up to the authorized project budget.
Director of Public Works Matt Baumgartner told the council staff received eight bids on Jan. 6. Staff recommended rejecting the lowest apparent bidder, EFS West, because the company failed to provide required bid documentation showing relevant residential-paving experience and a complete subcontractor list. Baumgartner said EFS West supplied prior work primarily on compressed natural-gas and utility projects, not the residential street rehabilitation projects the city required.
The council approved awarding the contract to the next-lowest responsive and responsible bidder, R.J. Noble Company, in the amount of $3,793,751 and authorized contract execution and change orders up to the authorized budget amount of $5,203,000. Councilmembers said the project — expected to repave streets north of Florence Avenue, east of Lakewood Boulevard and south of Telegraph Road — has been a frequent resident request, and several members said they were pleased the work will proceed.
