The Baldwin County Commission approved a rezoning application for the Gatlin property (case Z24-53), accepted the withdrawal of a separate rezoning application for the Randall property (case Z24-47), and approved routine administrative items at the meeting.
Staff opened a public hearing on proposed updates to the Baldwin County Flood Hazard Management Plan required as part of the plan update process; no members of the public spoke on the plan during the hearing. Staff said that after the public hearing the commission could make changes and that, if no changes were required, the commission would return in two weeks for formal adoption. A commissioner moved to approve the updated plan during the meeting and the commission indicated it would adopt the plan at the next meeting if no further revisions were required.
Votes at a glance - Approval of minutes for the Feb. 4, 2025 regular meeting: motion passed (vote recorded as passed). - Motion to pay county bills: motion passed. - BA-2 (ratify interim payments as allowed by policy): motion passed. - Consent agenda: approved (one item, CE-12, had been pulled prior to the vote). - Flood Hazard Management Plan update (public hearing opened and closed; motion to approve made; staff indicated formal adoption will occur at the next meeting if no changes are required). - Z24-53 Gatlin property rezoning: approved (planning staff recommended approval; planning commission recommended approval 9-0; commissioners approved the request by voice vote). - Z24-47 Randall property rezoning: applicant withdrew the application; commission voted to accept the withdrawal.
Public comment and community concerns Several attendees addressed zoning and traffic concerns tied to rezoning and proposed multifamily development near State Route 104. Ryan Crockett, who said he owns a lot adjacent to the Randall property, said traffic congestion and safety for schoolchildren were his primary concerns. Douglas Smith provided data-based remarks on academic studies he said showed potential correlations between large multifamily developments and changes in local crime and property values (he cited a 2017 University of Arkansas report). Multiple residents representing the Verandas subdivision thanked the commission after the Randall applicant withdrew and urged careful consideration of infrastructure and neighborhood impacts.
Staff and developer representatives present included planning staff, engineering representatives for applicants, and county staff running the public hearing. The commission also recognized that any rezoning approval does not by itself authorize subdivision or construction; subdivision review and infrastructure requirements (including road paving and drainage controls) remain necessary steps.
