Tiffin council approves multiple ordinances including road salt contract, river wall work and park sale

Tiffin City Council voted unanimously on multiple ordinances at its February meeting, approving participation in an ODOT road salt contract, soliciting design services for two river walls, authorizing a public auction of a city park parcel and adopting budget amendments that include payments tied to electric vehicle charging-station maintenance.
The actions matter because they authorize near-term contracting and spending that affect public works, parks and the city budget. Council members said the approvals will help the city reduce costs, address infrastructure needs and clear unused property from the city rolls.
Council passed ordinance 25-6 authorizing participation in the Ohio Department of Transportation (ODOT) road salt contract for 2025. Councilmember Cheyenne Thacker, who introduced the item, described the contract as “a way for the City to get a lower contract amount for road salt” amid rising costs. The ordinance passed, 7-0.
Council approved ordinance 25-9 to solicit qualifications and enter a contract with a professional design firm for maintenance design of the Sandusky River wall and Rock Creek wall. Councilmember Kyle Dougherty moved the ordinance; council voted 7-0 to pass it.
An amended ordinance, 25-10, permitting the sale of a municipal parcel on North State Route 101 known as Louisa K. Fast Park by public auction passed 7-0 after proponents said removing the unused parcel from the city’s books would save taxpayers upkeep costs.
Council also voted to suspend the three-reading rule and passed ordinance 25-20, amending the 2025 budget ordinance 204-94 to appropriate funds into the administrator, police, parks and public works budgets. Finance Director Kathy Kaufman told council the ordinance includes an appropriation of $9,240 to pay an annual maintenance agreement for the city’s electric vehicle charging station. The suspension and passage each carried 7-0 votes.
Other legislative motions that received first readings or were introduced included ordinance 25-19 (to prepare plans and solicit bids for the Seneca US-224 urban paving project) and ordinance 25-21 (to add a local code chapter permitting the city administrator to set EV charging rates); those were placed on the agenda for further consideration.
The meeting record shows regular financial reporting was accepted and several administrative appointments and requests were assigned to committees; a schedule of upcoming committee meetings was announced before adjournment.
