West Melbourne council tables rezoning, adopts CIP update and approves multiple infrastructure contracts

At its West Melbourne City Council meeting, members voted to table a rezoning and comprehensive-plan amendment item to the council’s March 4 meeting, adopted the second reading of the city’s annual five-year capital improvement plan, and approved several procurement and task-order items for infrastructure and maintenance work.
Councilmembers said the rezoning packet was distributed to them shortly before the meeting and several members requested additional time to review supporting ordinances and a development agreement. The council voted to table the rezoning item to a date certain of March 4 to avoid re-noticing; the city attorney told the council that state law allows a council to table an agenda item for a date certain without re-notice. Mark Watts, attorney for the applicant, told councilmembers the applicant could accommodate a short delay and that the property has carried a commercial classification for roughly 35 years.
The council also unanimously adopted Ordinance 2025-03, the second reading to update the capital improvements element of the city's comprehensive plan. The ordinance text was read at the meeting and the motion to adopt carried by voice vote.
In other actions, the council:
- Authorized the city manager to award a contract to Insituform Technologies through a piggyback contract (DuPage County contract 23-065-PW) for cured-in-place lining of a 54-inch storm-drain pipe along Technology Drive; staff recommended an award for $150,000 for the first section of work, with the total capital project budgeted at $300,000 (grant plus city match).
- Approved a sole-source purchase to rehabilitate a wastewater-treatment clarifier and replace a drive unit from the manufacturer Ovivo in the amount of $140,000.
- Approved a task order for construction-phase engineering services, not to exceed $49,985, with Infrastructure Solution Services for the Westbrook flood-reduction project; funding is a combination of the stormwater utility fund and two grants from the Florida Department of Environmental Protection with reserves available for any shortfall.
Each of those items received questions from councilmembers about scope, funding and sequencing before passing by unanimous or voice votes. Several councilmembers praised staff for the FarmShare food distribution event and a number of local business and community updates were given during council reports; the police chief presented the department's 2024 annual report.
