Cowlitz County awards low bid for Tewdal wastewater improvements; amends inspection contract

Cowlitz County’s Board of County Commissioners voted to award the low bid for the Tewdal (also transcribed as Tudo/Tewdal) Wastewater Treatment Plant improvements and to amend a professional-services contract to add construction-inspection services.
County Engineer Susan Eugenis presented the bids and said the low bid from TAPNI Incorporated for the Tewdal Wastewater Treatment Plant improvement project totaled $1,492,328.90. Eugenis said the low bid was approximately $92,000 below the engineer’s estimate, and eight bids were received and reviewed; staff recommended TAPNI as the lowest responsible bidder. A motion to award the bid was made and approved by the board.
Separately, the board approved Amendment No. 2 to the county’s professional services agreement with Gibson Olson (transcribed variously as Gibson Olsen/Gibbs and Olson). The amendment adds construction inspection and engineering services for the Tewdal project. Staff explained Gibson Olson’s contract amendment would not exceed $479,000 and that the county is asking the firm to provide daily construction inspection because the county’s inspection team lacks mechanical-equipment expertise and public-works staffing will be occupied with numerous large projects this summer.
A commissioner noted the inspection amendment expands the consultant’s scope beyond the usual submittal reviews; staff said daily inspection is not the county’s normal practice but is requested because of the project’s technical needs. The board voted to approve the amendment and the bid award. Contract execution and project scheduling will follow prevailing procurement procedures and the county’s contracting process.
