Legislative committee directs testimony on Senate Bill 5747; staff to support

The Building Code Council’s legislative committee directed Council Vice Chair Jay Arnold to testify as “other” at a Senate public hearing on Senate Bill 5747, and staff said they will support that testimony.

Jay Arnold told the executive committee the bill had been dropped the previous week and the legislative committee reviewed it; the committee’s recommendation is to testify as “other, with concerns.” The concerns the legislative committee plans to raise are: the bill could increase workload because the council maintains multiple codes beyond building and energy codes; the code reviser’s office currently supports a single reference version of code text and adopting multiple versions would require structural changes; and the bill’s lack of precision could allow mixed-version code combinations that tag development did not consider. Jay Arnold and staff said Dustin will also attend and provide technical detail during testimony.

Committee members clarified that a full-council position on legislation would require separate council action; this direction was limited to representing technical expertise and raising process concerns rather than taking a formal position for the council. The committee noted the testimony is scheduled for the following morning and acknowledged the tight timeline for preparing comments.
