North Ridgeville council amends, adopts tax-abatement revenue-sharing agreement with schools

North Ridgeville City Council on Feb. 18 amended and adopted Ordinance 2025-16 to renew the city'school agreement that governs how tax revenues affected by business tax abatements are shared with the North Ridgeville City School District.
The measure was amended on the council floor to change the effective date in provision 1 to Jan. 1, 2025, and then adopted during the Feb. 18 meeting after the amended ordinance was presented for final action.
Council members said the agreement is the standard five-year renewal the city executes with the school district when the city offers tax abatements to businesses. The mayor described the intent as ensuring the schools are made whole when abatements reduce school tax receipts, saying the city typically negotiates a revenue-sharing arrangement and asks businesses to consider a direct donation to the schools. "We took a look at what they were asking for, and we worked out an arrangement where we got the schools back to pretty much where they would have been, had the abatement not been given," the mayor said, citing the example of RUF's facility on Taylor Woods Industrial Parkway as a past case.
A council member asked for the date correction; Councilmember Winkel moved to amend provision 1 to Jan. 1, 2025, with Awig seconding. The amendment passed on roll call, and council later voted to adopt the amended ordinance. The mayor noted the agreement will be forwarded to the North Ridgeville City School District for the school board's review and action, which is required under the intergovernmental process.
Council did not adopt an emergency clause for this ordinance, and the mayor said the item is being moved forward so the school district has time to complete its own legislative process.
The ordinance authorizes the mayor to renew the agreement governing tax revenue sharing and related practices when tax abatements are granted to businesses within the city.
Timing: council amended the ordinance on the floor to update the effective date and then adopted the amended ordinance the same evening. The agreement now proceeds to the school board for its consideration.
