Court hears update on regional jail exploratory MOU; no MOU signed

Ballard County Fiscal Court received an update on Feb. 18 about a Graves County-led effort to study a potential regional jail and an associated memorandum of understanding to form an exploratory committee.
Court members said the regional plan envisions a 400- to 500-bed facility and that the project would be a long-range undertaking requiring legislative support and substantial funding. One member said a construction freeze on jail projects by the legislature means nothing would likely move forward before 2026; officials described the planning horizon as roughly six to eight years and possibly up to a decade.
Court members discussed assigning a county representative to follow the effort and receiving any MOU or consultant materials for legal review before signing. The fiscal court noted the involvement of a consultant based in Lexington with prior experience on other regional jails and said former state representative Richard Heath had volunteered assistance to Graves County on the study. The county judge said any MOU would be shared with the court and with the county attorney for review before any signature.
No motion to sign an MOU was made at the Feb. 18 meeting; the court described the initiative as exploratory and long-term and asked staff to monitor developments and circulate documents for review.
