Derek, the township manager, described the sludge hauling award as a rebid timed to allow two mobilizations per year so the plant does not run critically low between cleanings. “One of the main reasons we decided to go out was because we were modifying from a single operation per year to two operations per year,” Derek said. The commission approved the recommended award and instructed staff to forward the contract to the township board for final approval where required.
Commissioners discussed bridge access and schedule for the March hauling date; manager and staff said they expect to use the free bridge while it remains open and that toll‑bridge routing would be allowable if closure schedules change.
On roads, the commission awarded a unit‑price concrete repair contract to Dominic Gaglio Construction and authorized a contingency of up to 25 percent to expand work at the unit prices in the bid if funds permit. Commissioners said the competitive bids will allow the township to stretch available road funds further.
Residents from the private section of Elba Drive asked about options to join the municipal contract or pursue a special assessment; staff advised homeowners to negotiate separately with the contractor and explore the township’s special‑assessment process if they want municipal coordination. The commission awarded the Elba resurfacing contract to Al’s Asphalt and authorized a 25 percent contingency.
Other plant work approved included replacement of the pump‑house roof for the township water system, purchase and trial implementation of a vapor‑dispensing odor control unit in the primary clarifier room (the unit was already on trial and residents reported a noticeable difference), and purchase of an Amiad self‑cleaning filter to replace an 18‑year‑old unit. The commission approved the odor‑control purchase after staff said the unit had been tested in December and nearby residents reported an improvement.
Votes: motions were moved, seconded and approved by voice; the meeting record shows aye votes for each item and no roll‑call tallies were recorded at the commission level.
