Columbia City Council conducted several routine and substantive votes on Feb. 18. Highlights and outcomes are listed below.
• Reaching River Banks comprehensive plan addendum (item 18): Council adopted the plan addendum, which staff described as a framework to improve connectivity, river access and multimodal links within the study area. Staff and the city recommended approval; council approved on roll call.
• Zoning map amendment, 2212 Senate Street (item 19): Council approved rezoning from single family small lot historic preservation overlay to residential mixed while retaining the historic overlay; no speakers signed up and council voted to approve.
• Zoning map amendment, East side of Bluff Road (item 21): Council approved rezoning to an employment campus to facilitate development related to the Columbia Empowerment Center; no public opposition was recorded and council voted to approve.
• Zoning map amendment, 1205 Colleton Street (item 22): Council held the public hearing but deferred first‑reading action to the next meeting; staff and council asked for additional neighborhood engagement and contact information for the developer.
• Ordinance 2025‑003 (item 23): First reading amendment granting an encroachment to Gadsden And Green LLC for the 700 block of Devine Street — motion passed on roll call.
• Ordinance 2025‑007 (item 24): Council approved granting an easement to Dominion Energy South Carolina Inc. across portions of Finley Park (930 Laurel Street and 901 Taylor Street) — motion passed on roll call.
• Ordinance 2025‑011 (item 25): Council approved reservation of an easement for the Crane Creek Greenway along city‑owned property — motion passed on roll call.
• Appointments (item 27): Council reappointed Gail Jabber and Carlton Bagley as part‑time associate municipal court judges and appointed West Kirkland as a substitute part‑time associate municipal court judge for two‑year terms effective March 1, 2025; appointees accepted and the motion passed.
Several items were moved with minimal debate; where public input was requested, council either heard from neighborhood representatives (Hardin Street items) or deferred votes to allow further discussions (1205 Colleton).
