Raleigh City Council on Feb. 18 approved a slate of annexation petitions for smaller, contiguous properties (commonly called “donut holes”), after staff presented maps, utility availability and a 10-year general-fund fiscal analysis for each site.

Staff explained each property is surrounded by Raleigh’s corporate limits and within the city’s extraterritorial jurisdiction and showed water and sewer availability for the sites. Finance staff used a 10-year model focused on the general fund that compares estimated property-tax and sales-tax gains to the timing and cost of projected public-safety, transportation and parks expenditures. Staff cautioned the model is a conservative, high-level tool that does not account for enterprise revenues or community benefits such as affordable housing.
Council discussed the model’s assumptions and whether residential annexations are typically revenue-negative in early years; council members asked for clarity on what thresholds and cumulative impacts they should use when considering annexations going forward. The council adopted the annexations listed below; effective dates and electoral-district placements were included in each motion.
