Voigt said the two organizations have already combined several administrative systems and teams, including finance and payroll software, an IT team, and communications staff, and that the council purchased an office in Corvallis to co‑locate staff. He described the shared work as aimed at serving vulnerable residents — seniors, people with disabilities and low‑income households — in a more holistic way.
