Story County supervisors approve Ordinance 3-23 text amendment, waive third reading

The Story County Board of Supervisors approved Ordinance 3-23, a proposed text amendment to the county code filed as case TA25-00001, on second consideration and voted to waive third consideration at its Feb. 18, 2025 meeting. The board recorded affirmative votes from Supervisors Fazel, Heddens and Merkin.
Andrea, a county staff member, presented a short PowerPoint that included the text of Ordinance 3-23 as recommended by the Planning and Zoning Commission and later modified by the assistant Story County attorney, Crystal Rink. Andrea told the board the county’s office had not received public comment on the proposal and that there had been no public comment at the board’s Feb. 11 meeting when the board previously voted to approve the language.
After hearing no public comment at the Feb. 18 public hearing, a supervisor moved approval of the ordinance “as modified and presented by staff and attorney’s office on second consideration and waiving third consideration.” Another supervisor seconded the motion. The chair called the roll and recorded votes of “aye” from Supervisors Fazel, Heddens and Merkin, and the ordinance was approved.
The board’s packet materials and Andrea’s presentation noted the Planning and Zoning Commission had recommended approval and that the county attorney’s office made technical modifications after the commission review. The recorded action at the meeting was approval of the text amendment on second consideration and a vote to waive the usual third consideration reading. The county staff stated no public comments had been received on the ordinance prior to or during the Feb. 18 meeting.
The approval updates the county code as described in the ordinance text presented to the board; the board did not discuss substantive changes to the ordinance’s policy content during the Feb. 18 hearing. The county will incorporate the amended text into the Story County Code of Ordinances according to county procedure.
