Panel approves rezoning of iconic Geneva-area farmstead for landscape business operation

The Kane County Development Committee on Feb. 18 approved petition 4653, allowing Weis Commercial Properties LLC to rezone a longtime farmstead in the Geneva area from F (farming) to F2 (agriculture-related sales, service and business) for use in landscape business operations. The zoning board of appeals recommended approval with stipulations, and the committee adopted that recommendation in a roll-call vote.
The parcel sits within a pocket of county land surrounded by the city of Geneva and near the Prairie Green development and forest preserve land. County staff described the site as an existing nonconforming farmstead that the petitioner proposes to use for landscape storage and operations while continuing to farm roughly half the site. Staff said an on-site resident employee would occupy an existing residence because of the site’s isolated location and security needs.
Why it matters: staff and petitioners argued the rezoning better aligns the property’s legal classification with its current and intended use and supports adaptive re-use of historic farm buildings. Julia Tabong, the county’s preservation planner, and Kate McCracken (petitioner representative) told the committee the classification change recognizes established uses and allows the owner to continue reinvesting in existing agricultural structures.
Stipulations and permitting: county water-resources staff informed the committee that the petitioner submitted permit materials and an engineer resubmittal; the petitioner plans to install a retention basin sized to manage one inch of runoff and is below the county’s stormwater detention threshold. Staff noted the county’s stipulation that if impervious area exceeds 25,000 square feet in the future, full stormwater detention would be required. The zoning board’s recommended stipulations addressing stormwater and best-management practices were included in the approval.
The motion to approve was moved by Arroyo and seconded by Leonard. The clerk called the roll; members voting yes included Arroyo, Garcia, Iqbal, Tepe, Leonard, Berman and Williams. Member Doherty was recorded as having dropped off prior to the roll call and did not vote. Committee members noted that Linder, whose district contains the parcel, emailed that he had no objection.
Petition 4653 will proceed to the permitting stage where staff indicated they anticipate issuing the stormwater permit imminently based on the resubmittal. No public opposition was recorded during the committee discussion.
