The council’s action authorizes staff to have the property owner begin the preparatory work—such as surveying and voter‑roll verification—that the city requires before introducing an annexation ordinance.
City staff explained that annexation into the city is done by ordinance and typically requires the petitioning property owner to pay for survey work and administrative steps, including clearing registered‑voter issues with the parish. Staff said the parcel is an unincorporated island near the end of Briarcliff Drive off Guyatt Road; the owner intends to move a mobile home onto the property and prefers municipal water service.
Council members asked staff about ordinance and mobile‑home compliance; staff said the property appears to meet setback and age requirements described in city ordinances and that the owner’s intent is to have both parcels in the city. Councilmember Bolgiano moved to approve beginning the annexation process and Mr. Nyland seconded; the motion passed by unanimous vote of members present.
If the applicant completes the required work, staff said the item will return to council as an introductory ordinance at a future meeting.
