Council approves $2 million budget amendment to pursue Anselm Cooley regional retention pond under LWI grant

The Youngsville City Council voted Feb. 13 to amend the FY2024–25 budget by $2,000,000 to cover design and land acquisition for the Anselm Cooley regional retention pond, a project the city says is fully funded by the Louisiana Watershed Initiative (LWI) grant program.
Pam, a city staff member who updated council on the project, said plans are about 90% complete and that the city has submitted plans and drainage studies and resubmitted revised documents this week. The city is awaiting a Corps permit; once the permit is secured, staff said, environmental clearances will follow and the city may begin negotiating land purchases.
Pam described the retention pond as roughly 20 acres located on the western side of the city in the Anselm Cooley drainage channel; staff said the project is intended to complement other regional detention work in the same drainage system and ultimately reduce flood risk that drains toward the Vermilion River.
Council members moved and seconded the item and approved the amendment; staff said design, land acquisition and future construction costs will be submitted for reimbursement under the LWI grant and that the project administrator will be a state office assigned to manage the funds.
Councilors approved the budget amendment unanimously among those present.
