Council approves Carhub LP used-auto license with conditions tied to Planning Commission and final Certificate of Occupancy

The Lincoln Park City Council approved a new used-auto dealer license for Carhub LP (855 Southfield Road) but amended the resolution to place express conditions on operations. The council voted to approve the license with the requirement that the business meet Planning Commission stipulations, the building department’s requirements and other applicable city codes and departments before engaging in full operations.

Councilors expressed concern that the applicant had not completed items required by the Planning Commission and that a temporary certificate of occupancy had been issued prematurely by the building department. One council member proposed language to prohibit on-site repair operations and to require a final Certificate of Occupancy (C of O) prior to full business activity; the full council adopted amended language that requires compliance with Planning Commission stipulations and building- and city-department requirements. Staff and council clarified that used-car lots are treated differently than repair facilities under the ordinances cited in discussion and that whether repair services are permitted depends on separate approvals and variances.

The council recorded a roll-call vote approving the amended resolution. Building and planning staff were directed to verify completion of stipulated conditions and confirm issuance of final approvals before allowing the site to operate beyond the conditions of any temporary C of O.
