Council approves consent calendar items; closed session yields no report
Summary

The City of Newport Beach City Council approved most items on its consent calendar and completed a brief round of votes on Jan. 14.
The council moved the consent calendar (items 1–18) for approval with one amendment to the minutes; the motion carried unanimously, 7–0. Item 4 had been pulled for separate discussion earlier in the meeting and was taken up later, resulting in a separate show-of-hands vote.
After discussion on the General Plan Advisory Committee (item 4), the council approved the proposed annualized appointment process and a membership range of 20–30 by a 6–1 show-of-hands vote; Councilmember Andrea Grant cast the lone “no” vote. The clerk and staff will solicit applications and return recommended appointments to council on Feb. 12.
Following a later closed session, City Attorney (Mr.) Harp reported to the council that there was "nothing to report out of closed session." The closed-session agenda had listed labor negotiators (all unions), real-property negotiations involving Palmer Luckey and public right-of-way adjacent to 929 Zurich Circle and 944 Vía Litoro Nord, and pending litigation including John Doe v. Newport Beach and Barbara Sullivan (University of Newport Beach reference in agenda). The city attorney also noted earlier that the city attorney would not participate in the Salvini v. Duport Beach matter that evening.
Ending: The council concluded the meeting after announcing there was nothing to report from closed session.
