Committee adopts three procedural rule changes aimed at efficiency

The Rules, Confirmations & Public Elections Committee voted on and approved three proposed amendments to the Council's rules of procedure on Feb. 18, 2025 to speed up floor business and provide additional time for review of rule changes.
Councilmember Johnson and Councilmember Weiner sponsored a revision to Rule 12 to reclassify nonbinding honorary resolutions (deaths, congratulatory items) as proclamations. The sponsor said the change would preserve the ceremonial form but allow the council to move more quickly through substantive business. The amendment passed the committee 6 in favor, 1 opposed and 0 abstentions.
The committee also approved a proposed amendment to Rule 53.2 to require a mandatory one-meeting deferral for any proposed rule change so members have time to review new proposals; that measure passed 7-0. Finally, the committee voted to amend Rule 40.1 to remove the requirement that committee reports be read aloud for items on the consent calendar; that change also passed by voice vote, recorded as 7-0.
Sponsors and supporters framed the package as an efficiency effort to shorten meeting times and give members and staff more time to prepare documents such as proclamations outside the time pressure of meeting-week deadlines.
