City staff and Waste Management practices were the focus of extended public comment and a staff review. City staff reminded residents that the current contract (implemented in 2021) requires residents to call in yard‑waste and bulky‑waste pickups rather than relying on a scheduled bulk pickup day.
Samantha Singer (budget/performance and public works coordination) told the council the most frequent operational issue is mixed piles: if leaves/limbs are mixed with furniture or construction debris, the contractor will not collect the load and may drive past. That creates the perception of no service, staff said, and code enforcement may become involved if material accumulates.
Staff said the process is: residents call Public Works to request bulk yard‑waste pickup; Public Works compiles a daily list and emails it to the contractor. Staff acknowledged ongoing resident frustration with response speed and said Waste Management has committed to further operational discussions to improve responsiveness. Staff also reminded residents that, depending on pile size and mix, broken materials can be cut and placed into yard‑waste containers as a stopgap.
Council asked staff to press the contractor for improved response times, clarify call‑in numbers and communication, and pursue code enforcement options where piles are mixed or left for long periods.
