The Lincoln City Council on Feb. 17 approved four formal actions during a short business session.
The council voted unanimously to adopt an ordinance authorizing an intergovernmental agreement to participate in the Illinois Public Works Mutual Aid Network (IPWMAN). Alderman Roff moved the ordinance; Alderman Parrott seconded. Roll call recorded Parrott, Downs, Roff, O'Donohue, Eimer, Bateman and McCollough voting yes.
The council also approved a resolution establishing an annual salary increase policy for non‑union employees. Alderman Bateman moved the resolution and Alderman O'Donohue seconded. Roll call recorded O'Donohue, Eimer, Bateman, McClellan, Parrott, Downs and Ross voting yes.
Council members authorized construction of an access ramp and road to support a community solar installation and to replace the control system at the Lincolnwood Lift Station in an amount not to exceed $60,000. Alderman Bateman moved the project approval; Alderman Downs seconded. The roll call recorded Downs, Ross, O'Donohue, Eimer, Bateman, McCollum and Parrott voting yes.
Separately, and following discussion about downtown event impacts, the council amended and approved the consent agenda to remove specific street locations from a Cars & Coffee permit application (item 5c) pending coordination with the police chief and clerk; the consent agenda as amended was adopted by roll call.
