Board backs rezoning for 24-acre South Holland Estates subdivision with transition lots and density cap

The Fuquay Varina Planning Board recommended approval of a rezoning that would allow a 24.07-acre parcel at 8514 Purfoy Road to develop as a residential medium-density conditional subdivision with site-specific conditions aimed at protecting adjacent larger lots.
Staff said the requested designation is consistent with the town—s 2040 Community Vision Land Use Plan—s single-family neighborhood classification and recommended approval. The board voted to forward the recommendation to the Town Board of Commissioners.
Don Curry of Curry Engineering, representing South Holland Estates LLC, summarized the proposal and said applicants coordinated conditions with staff. He said the rezoning includes a large-lot requirement along the north edge that will require a minimum 20,000-square-foot lot size for lots abutting the larger RA properties and that the petition caps density at 2.1 dwelling units per acre, "far below the standard for RMD," which the applicant noted can be up to 4.36 units per acre.
Curry said the design provides a transition to the conventional RMD development to the south (Amber Ridge) and the larger lots to the north, and that the applicants included architectural standards in the conditions to ensure consistent home quality. He said the neighborhood meeting held online drew about 10 attendees, most from Amber Ridge, and that topics discussed included wetlands and pond questions, roadway connections and buffering.
During the hearing the board and staff discussed access and roadway work along Purfoy Road. Staff said that, although the rezoning does not include a site plan, the subdivision review process will require either a trip-generation letter or a traffic-impact analysis and standard frontage improvements. The applicant stated that the proposed layout would pick up Hemley Road from Amber Ridge and extend to connect into Purfoy Road north of Holland Hills Drive, providing a connection to Amber Ridge and a direct connection to Purfoy Road. Town staff said road widening and right-of-way acquisition for Purfoy Road improvements would be reviewed during that process and must meet the town's Thoroughfare (CTP) standards.
Board members asked whether additional stub connections to adjacent undeveloped properties would be required; staff said the town engineer would consider any additional connection points during subdivision review to determine whether they would be desirable for future connectivity.
The planning board moved and seconded a recommendation of approval and carried the motion by voice vote. The item will be scheduled for a Town Board public hearing and final decision.
