Planning Commission approves Taco Bell site plan, conditions include BOZA parking variance

The Decatur Planning Commission on Tuesday approved Site Plan 698-25, a 0.64-acre commercial development for a new Taco Bell at 2142 6th Avenue Southeast and 1308 Fairway Drive Southeast, but set conditions that include pursuing a parking variance from the Board of Zoning Adjustments (BOZA) and completing utility and permitting steps.
The commission approved the consent agenda items, including two site plans and two subdivision certificates, by a 7-0 vote. The Taco Bell site plan was approved with multiple conditions requiring the applicant to show loading areas, submit plumbing and sanitary plans, coordinate gas-service abandonment with Decatur Utilities, and either add parking or apply for a variance.
Tommy Williams, planning department staff, told the commission the applicant did not add additional parking on the submitted site plan and would therefore need to apply for a variance to BOZA. “They did not add additional parking, so they will be going to apply for a variance,” Williams said. Williams also described several department-level requirements, including plumbing plans with appliance BTU loads, sanitary approvals from Decatur Utilities, and coordination with engineering for on-site power conflicts.
Wells Holliday, representing applicant Takala LLC, attended from the applicant’s office and said he was available to answer questions about the proposed Taco Bell and the related subdivision. The commission recorded that site power infrastructure exists but must be checked for conflicts; engineering will identify and resolve potential conflicts before construction.
Commissioners emphasized that approval of the site plan does not replace required variance or utility approvals. Planning staff said the applicant had resubmitted revised plans and that those would be circulated to other departments for review.

The commission’s approval of Site Plan 698-25 is conditional on the applicant completing the items listed by staff and obtaining any variances required by BOZA. Planning staff noted any relocation of utilities will be at the owner’s expense and must be completed before construction.
The commission’s role on these items is advisory for rezoning decisions and final for site-plan approvals only when other agencies’ approvals are not required. Planning staff reiterated that rezoning recommendations proceed to the City Council for a final decision.
The commission announced that next month’s regularly scheduled meeting will move from Tuesday the 18th to Monday the 17th and that the consent-agenda approvals will be placed on the city calendar accordingly.
