Fuquay Varina approves $1.8 million budget amendment, awards $1.908 million contract for Judd Parkway–Highway 55 intersection

The Fuquay Varina Town Board on Feb. 18 approved a $1,800,000 budget amendment and awarded a $1,908,050.75 construction contract to S.T. Wooten Corporation for the Judd Parkway and Highway 55 intersection improvements, Engineering Director Poland said during the meeting.
“The purpose of this agenda item is to approve a budget amendment and project ordinance amendment in the amount of $1,800,000 and to award a contract to ST Wooten in the amount of $1,908,050.75 to construct the Judd Parkway and Highway 55 intersection improvements,” Poland said.
The project, identified as H L 0042, will add dedicated left-turn lanes, dedicated through lanes and dual right-turn lanes on the eastern portion of the intersection, Poland said. Work will also include signal upgrades, new sidewalks, crosswalks, curb and gutter and storm drainage intended to increase intersection capacity and improve safety for pedestrians and vehicles.
Poland told the board the lowest responsive, responsible bid was $1,908,050.75 and construction is expected to begin in spring 2025 and continue roughly 12 to 18 months. Town staff listed the total project cost at $3,672,183 and said the project ordinance originally established at $1,872,183 was increased because of funding delays tied to the LAP program and COVID-related delays.
Commissioners cited recurring traffic conflicts at the intersection during the discussion. One commissioner said drivers attempting left turns into an adjacent shopping center currently face a blind spot and welcomed the planned median and lane configuration as a safety improvement.
Town staff recommended the budget amendment, project ordinance amendment and contract award and the board voted to authorize the town manager to execute the agreement subject to the town attorney's review as to form. The motion passed with the board saying “aye” and the mayor declaring the motion carried.
Construction bidding was advertised on Feb. 4, 2025; the contract award and budget amendment authorize staff to proceed to construction pending execution of the agreement.
Details the board provided at the meeting indicate the construction schedule will be coordinated with adjacent development and that the town expects work to continue into fall 2026.
