Mike Radich, the district director of human resources, told the South Fayette Township SD Board of School Directors that the human-resources office will focus on “building efficiencies through technology and enhancing the employee experience.” The board heard specifics on applicant tracking, automated absence management, a substitute-management platform and a formal onboarding program.
Radich said the district has moved to post all open positions in its applicant-tracking system so hiring managers can see applicants in real time, and that a newly hired HR coordinator, Jolie Colbago, has “proven to be exceptional already.” He said the district will pilot automated absence management through its payroll/finance system within the next month or two and plans a broader roll-out next school year.
The HR director described three named technology tools that will play roles in the change: TalentEd (the district’s applicant-tracking software within PowerSchool), an Act 168 database service to automate prior-employer misconduct forms, and Red Rover for substitute management. Radich said the Act 168 service carries a $500 startup fee and then a $5-per-applicant charge; Red Rover has about a $3,000 setup fee and an annual subscription he said is roughly $7,500, with the subscription scaled to student enrollment.
Radich outlined other operational changes: a four-hour onboarding orientation for all new hires covering benefits, technology provisioning and district expectations; a formal exit-interview process to gather feedback from departing staff; and plans to form a districtwide wellness committee with building-level wellness champions to address physical, mental, nutritional and financial wellness.
On substitutes and absence management, Radich described anticipated efficiencies and data gains: text-notification and mobile-accept features for day-to-day subs, ability to reassign building substitutes, and improved year-to-year vacancy tracking to inform recruiting and budget planning. He said there may be an annual subscription cost for a substitute-management platform but that some automation (absence management) will be implemented within existing systems at no additional purchase cost.
Board members asked whether purchases were required or could be built into existing systems. Radich replied the absence-management functionality is being built in with the CSIU finance system and that the Act 168 service is “a minimal cost.” He said the substitute-management option carries an annual subscription but that the district expects net labor savings.
The board did not take formal votes tonight on purchasing subscriptions; Radich said some costs will be included for consideration in the upcoming budget process.
Clarifying details: Jolie Colbago hired as HR coordinator; Act 168: $500 startup + $5 per applicant; Red Rover: $3,000 setup + ~$7,500 annual; TalentEd is the district’s applicant-tracking software within PowerSchool.
