Oviedo joins Altamonte Springs’ Global Innovation Lab partnership; council approves MOU

The Oviedo City Council on Feb. 17 voted to become a partner in the Altamonte Springs Global Innovation Lab, adopting a memorandum of understanding to participate in tech-sharing, workforce development and joint procurement efforts.
Frank Marks, city manager of Altamonte Springs, presented the lab’s portfolio of initiatives, including workforce and internship partnerships with CareerSource Central Florida and Seminole State College, a City Career Accelerator program, water and water-reuse pilots (including a project that reclaims interstate runoff and a reclaimed-to-drinking-water pilot), floating solar arrays, PFAS remediation research, AI-assisted site-plan review and “digital twin” spatial models. Marks said Altamonte has hosted tech-sharing events, partnered with industry and educational institutions, and intends to invite member governments to co-develop and jointly pursue grants and procurements. He also noted partners and collaborators referenced in the presentation, including CareerSource Central Florida, Seminole State College, University of Central Florida, and a NASA contact (Crystal Johnson at Goddard) who has engaged with the lab’s work.
Council members asked how Oviedo would participate and what the cost would be. Marks and staff described membership as participation and collaboration, and discussed a modest annual participation fee to support the lab’s portal/website; council discussion referenced a $3,000 annual figure for partner support in packet materials and conversation. Staff said the MOU would identify three designated staff leads from Oviedo to participate in lab coordination and that participation is voluntary.
Council members praised the initiative’s potential for shared procurement leverage, workforce development, and shared technology deployment. The council adopted Resolution No. 4574-25, authorizing the city to enter the MOU and participate as a partner in the Global Innovation Lab, by roll-call vote with all members recorded aye.
