Oviedo council approves application for $300,000 Hazard Mitigation grant to fund Little Econ watershed plan

The Oviedo City Council on Feb. 17 approved a resolution authorizing staff to apply for a Hazard Mitigation Grant Program (HMGP) grant to fund a watershed management plan for the Little Econ Basin.
City staff described the request (Resolution No. 4573-25) as an opportunity to secure $300,000 from the Florida Division of Emergency Management, with a required 25% local match of $75,000 (total project budget $375,000). Staff said the match would come from utility fee allocations already earmarked for basin studies. The watershed study would perform a data inventory and gap analysis, build a hydrologic/hydraulic model, evaluate existing conditions for 10-, 50-, 100- and 500-year storms, assess level-of-service concerns, and develop conceptual solutions for flooding and water-quality issues. Staff said the Little Econ Basin inside the city totals about 3.5 square miles and includes Alafaya Woods, much of which was built in the 1980s and has infrastructure near or past design service life.
Staff estimated the watershed planning process would take about two years and that existing county studies and prior McKinnon sub-basin work could reduce scope/cost. The city recommended using an in-house consultant already familiar with recent local basin work. The council adopted the resolution by roll-call vote with all members recorded as voting aye.
The resolution directs staff to submit the grant application and pursue the watershed plan if the grant award is made. If awarded, staff said the city would apply the $75,000 local match from utility-fee reserves described in the packet.
